Other District Policies

This page incluces infomation about different school districts with policies relevant to our scenario. These are actual policies in effect as of Spring 2005, they are not hypothetical.


Lubbock ISD

  • Policies on whether to allow students to have cell phones vary campus to campus, depending on the decision/policy established by the campus principal.

Amarillo ISD

  • The District prohibits the use of cellular/digital phones, walkie talkies, and pagers/beepers at all high schools during the instructional school day.  High school students may possess cellular/digital phones, walkie talkies, and pagers/beepers.  However, such devices shall not be visible and shall remain off during the instructional school day. 
  • Campus administrators shall have the discretion to determine the appropriate use of cellular/digital phones, walkie talkies, and pagers/beepers outside the school day for students participating in extra-curricular activities while on school property or while attending school-sponsored or school-related activities on or off school property.  Students who violate this policy shall be subject to established disciplinary measures.  Administrators shall have the discretion to confiscate these devices and hold until the second week of June. 

Lamesa ISD

  • The District does not allow cell phone use on school premises.  Students may have them, kept out of plain sight, and turned off during the day.(So many of the students in extracurricular activities have them for late night calls to parents, so students are allowed to bring them to school if they are off and out of sight.)  If they break a rule, they take them up and request that a parent come and pick the phone up in the office.  If there were a second offense in a school year, the campus would keep the phone until the last day of school.  They haven't had anyone commit a second offense yet.
  • The elementary students are not allowed to use pagers or cell phones at school.  Staff members at the elementary may not have cell phones/pagers on while there are students present unless they have had prior approval from the campus administrator for that particular day-waiting on phone calls regarding a sick relative, etc.  Teachers may use cell phones to have students speak to their parents-calling for homework, etc.

Richardson ISD

The District prohibits students from using electronic communication devices without permission at school during the instructional day and lunch.  The instructional day is determined by the principal.  Electronic communication devices include, but are not limited to:

  • Cellular phones(including camera phones)
  • Digital phones
  • Two-way radios
  • Pagers/beepers
  • Any other electronic device capable of transmitting  electronic signals, including infared technology.

Secondary students may possess electronic communication devices, however, such devices shall not be visible and shall remain off during the school day.   Students may use Personal Digital Assistants(PDA"s) with the permission of the classroom teacher for instructional purposes only. 

This policy is violated when an electronic communication device possessed by a student is either visible, and/or  on without the express permission of a school official.  The device will be confiscated and returned to a parent only after a parent conference.  The second violation of this policy will result in the confiscation of the device, the loss of privileges for the student to carry the device on campus for the remainder of the school year, and a $15 administrative fee in order for the device to be returned at the end of the school year.The third and subsequent violations will result in the confiscation of the device not to be returned.  Electronic devices confiscated under this policy will be returned to Student Services for proper disposal.

Elementary students are prohibited from possessing electronic communication devices on district premises during the instructional day and lunch, unless,  such use is approved by the staff for use during instruction, or other school-related functions.

Plains ISD & Denver City ISD

  • Both districts allow cellular phones. Students are to keep them out of sight during the school day. The phone must be kept off or on silent so as not to disrupt class. Students may use the cell phones at lunch or when they are off campus. There are no restrictions of use when off campus for extra-curricular activities. No consequences formally stated in policy.

Greenwood ISD

  • The district allows students free use of cell phones. They are allowed to make and receive phone calls throughout the day, even during class time.

Sweetwater ISD

  •  The district does not allow cell phone use on school premises. Students may have them, kept out of sight, and turned off during the day. Students who break these rules will have their phones picked up and held at the office for parents to pick up. An administrative fee of $15 may be charged for chronic abuse. Students have been told that a 3rd violation is considered chronic abuse. There has not been a third offense for the 2004-2005 school year.
